TIA Calls for Flexibility & Tech Neutrality in Implementation of CVAA

Arlington, VA (February 19, 2014) – The Telecommunications Industry Association (TIA), the leading association representing the manufacturers and suppliers of high-tech communications networks, submitted input to the Federal Communications Commission (FCC) on a petition for reconsideration submitted by various consumer groups questioning the analysis of the FCC’s rules for user interfaces on apparatus under the Twenty-First Century Communications and Video Accessibility Act of 2010 (CVAA) requirement.

In its submission, TIA noted its long-held commitment to enhancing the accessibility of information and communications technology (ICT) products and services, and emphasized that it is crucial for the FCC to allow for flexibility and technology neutrality in the implementation of the CVAA, so as not to “lock in” a limited set of solutions deemed adequate for today when new innovations are constantly being rolled out, some of which cannot currently be predicted. No industry illustrates the need for flexibility and technology neutrality more than the dynamic ICT industry. TIA agreed with the FCC’s analysis in its rulemaking that, consistent with Congress’ “reasonably comparable” and “maximum flexibility” provisions in the CVAA, covered entities should not be required to use a specific mechanism to satisfy these requirements.
