TIA Submits USTR Comments Identifying Telecommunications Trade & Investment Barriers

Arlington, Va. (Dec. 5, 2014) – The Telecommunications Industry Association (TIA), the leading association representing the manufacturers and suppliers of high-tech communications networks, filed comments with the Office of the United States Trade Representative (USTR) in response to its public consultation request regarding its annual review of the operation and effectiveness of all U.S. trade agreements affecting telecommunications products and services ("1377 Report").

In its filing, TIA described a range of policies and regulations in a variety of international markets that are inconsistent with various World Trade Organization (WTO) agreements and bilateral trade agreements with the United States. The policies and regulations identified in TIA's filing create barriers to trade and investment for the manufacturers and vendors of telecommunications equipment, as well as the broader information and communications technology (ICT) industry.

Examples of policies and regulations identified by TIA include barriers to cross-border data flows and in-country data storage requirements, forced localization of testing and certification for telecommunications equipment, import tariffs on products covered by the WTO Information Technology Agreement, and other types of policies and regulations that unfairly protect domestic industries.
